Rules and Regulations
- A. Only one entry is allowed from each University.
- B. Only women student can participate in the competition.
- C. Each team must consist of three members.
- Prime Minister: To highlight the stand of her team and present a logical argument FOR the motion (if Prime Minister of Govt.) or AGAINST the motion (If Prime Minister of Opposition).
- President: To further highlight and bring new arguments into the debate.
- Whip: To oppose the points of the opponents completely through logic and Reasoning.
- D. This competition consists four rounds as mentioned below:
- Round 1- Preliminary RoundÂ
- Round 2- Quarter Final RoundÂ
- Round 3- Semi Final RoundÂ
- Round 4- Grand Final
FORMAT OF ROUNDS:
Round 1 – Preliminary:
- Each team will receive one bill for discussion.
- The Prime Minister: 2 Minutes each
- The President: 3 Minutes each
- The Whip: 3 Minutes each
- The bills for Preliminary Parliamentary Debate Round will be allocated during the Managers Meet. Allocation of Government and Opposition will be allocated by draw of lots. Draw of Lots will be done during the Team Manager’s Meet.
Round 2 – Quarter Final:
- 20 teams will be selected from Preliminary round for Quarter finale.
- 10 teams of different Universities will be in Government and 10 Universities in Opposition will be selected by the draw of lot.
- In this round each team (One speaker from each team) will be given 3 minutes to speak on the selected bill.
- Bill will be announced by 24 hours before the parliamentary session.
- 05 Teams from the Government and 05 teams from the Opposition will be shortlisted for the semifinal round (Round 3).
Round 3 – Semi Final:
- 10 teams will be selected from the Quarter Final round for the Semi Final round and it will be a parliamentary debate round where 2 teams will face off each other and pair will be declared by the speaker of the house.
- 2 minutes will be given to each member of both the teams i.e. Government & Opposition.
- 3 minutes will be given for the Direct Interjection.
- After 15 minutes, remaining teams will be given 10 minutes for the Questions & Answers.
- Teams will choose the house for the questions; whether they ask question to the Government house or the Opposition house on the bill.
- On the basis of quality & impression of the question & answer; speaker will give bonus marks to the teams.
- Remaining teams will compete for the fourth position for all rounds.
- Sequence of the question will be based on either buzzer system or by given sequence of speaker.
- Team with the third highest marks will be the third position winner.
Important Instructions for Round 3:
- A coin toss will be held between the two teams. The winner of the coin toss will decide whether to be the Government or The Opposition.
- The Prime Minister of the Government will pick a motion from the raffle box randomly.
- The Government will speak FOR the motion and The Opposition AGAINST the motion.
- The First Speaker will be The Prime Minister of the Government.
- The Second Speaker will be The Prime Minister of the Opposition.
- The Third Speaker will be The President of the Government.
- The Fourth Speaker will be The President of the Opposition.
- The Fifth Speaker will be The Whip of the Government.
- The Sixth Speaker will be The Whip of the Opposition.
- The Judges will judge both teams on the basis of their Content, Logic and Presentation skills.
- The two best teams with the highest points will win the Semi Final and will head to The Grand Finale round.
Round 4- Final Round:
- In the Final round, the same pattern of parliamentary debate will be followed as earlier, with the addition of Question & Answer round by The Panellists (by other remaining teams from Semi Final round).
- The winners of the Final Round will be the Overall Champion of the AIU National Women Students Parliament.
- The other team will become the First Runner Up.
- Remaining teams will also get the chance to put forward their points; one point will be awarded for each (Marks will be given by Speaker of the house and Jury Pannel only).
- From remaining teams, the team with the highest marks on the basis of the questions will get the consolation prize.
